Kolkata Durga Puja Stampede: 19 Dead, Seven Arrested as Crowd Safety Comes Under Scrutiny

Kolkata, West Bengal — A deadly stampede at the Chorbagan Sarbojanin Durga Puja pandal in north Kolkata has claimed 19 lives and left 25 people injured, prompting an investigation into crowd management and public safety arrangements during major religious gatherings. The incident occurred on Saturday evening, 17 October, amid heavy rain and a sudden rush of visitors.

The tragedy unfolded during the Durga Puja celebrations, when large numbers of visitors gathered at the popular pandal. Heavy rainfall reportedly contributed to the crowd surge, creating dangerous conditions near the exit area. Emergency responders transported injured people to nearby hospitals for treatment.

Seven arrested as investigation begins

By Sunday, 18 October, Kolkata Police had arrested seven people in connection with the incident, including office-bearers of the puja committee and personnel associated with crowd control and private security.

Investigators are examining possible lapses in safety arrangements and crowd management. The arrests do not establish guilt; the allegations will be subject to the legal process.

Government announces assistance for victims’ families

The West Bengal government announced compensation of ₹25 lakh and a Group D government job for the family of each deceased person. The injured were receiving medical treatment at hospitals in Kolkata.

The incident has also raised questions about the preparedness of organisers and authorities for large public gatherings, particularly when adverse weather and sudden crowd movements combine.

Police impose restrictions around the affected area

On 18 October, Kolkata Police imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita in parts of the area surrounding Chorbagan, including Central Avenue, for three days. The restrictions followed the tragedy and concerns about maintaining public order while the investigation continued.

A wider question about public-event safety

The tragedy highlights the importance of clear evacuation routes, trained crowd-control personnel, reliable emergency communication and coordination between event organisers and public authorities.

As investigations proceed, establishing the precise sequence of events and determining individual responsibility will be essential. The incident serves as a serious reminder that public safety must remain central to the planning of large cultural and religious celebrations.
